​Pablo has over 19 years of experience managing teams and delivering projects in the public and private sector. With his degree in Civil Engineering from California State Polytechnic University-Pomona, Pablo worked for nine years as a City Traffic Engineer prior to starting PH Consulting. Pablo draws from his creative background and wealth of experience in construction, inspection, design, and management to ensure he is recommending the most practical and efficient solutions for his client’s projects.

Principal

As a natural coach and leader who prioritizes building relationships and friendships, Ken brings over 20 years of expertise, big picture perspective, and team building prowess to the PH team. A Civil Engineering graduate from the University of Washington, his approach to project management and engineering focuses on up-front planning that anticipates and solves issues before they become problems.

Senior Traffic Engineer

Maria has over 10 years of experience in traffic engineering, traffic signal design, traffic signal timing, communications design, signing and striping design, systems engineering, traffic control, and State design standards and specifications. She has served as Project Manager on many projects, and she is passionate about helping her clients find creative and effective solutions to their transportation infrastructure needs.

Senior Traffic Engineer

Jeff brings over 20 years of transportation engineering and planning, project management, traffic operations, and design experience to PH Consulting. His educational training and wide-ranging work experience combine to provide technically sound results with a practical emphasis. As a consultant he has served as a project manager and traffic engineer on various residential, commercial, and mixed use developments and institutional master plans in and around Washington State from project feasibility through tenant move-in.

CAD Manager

Eric is an experienced Computer-Aided Design Drafter with a demonstrated history of working in the civil engineering industry. In addition to his 4+ years as a Traffic Engineering Designer, Eric has 17 years of civil roadway, utility and grading design and 3 years of survey rodman experience. He works in the most current versions of AutoCAD and has worked with Land Development, Microsoft, , Bluebeam, AGI32, Revit, ArcGIS and Trimble software.

Engineering Design Technician

Josh is a diligent and self-motivated CAD Technician and traffic control plan (TCP) designer with over seven years experience in the engineering industry. Josh is proficient in his ability to meet deadlines and budget goals and has the capability to organize workloads to maximize efficiency and engineer performance. He communicates effectively with large teams while developing the skills of supporting members and has the proven ability to uphold the highest standards of quality.

Associate Engineer

Merit joined PH in early 2024 and has 10 years of experience in producing traffic control plans and much more in the transportation field. She demonstrated the ability to quickly grasp new technical information and communicate that information to others in an understandable, professional manner. She consistently demonstrates leadership skills, sound judgment, decision making capability, initiative, and resourcefulness in responding to job challenges. Merit is a conscientious team player with excellent problem solving and troubleshooting skills.

Senior CAD Designer

Shawn is a detail-oriented Civil 3D designer with proven ability to create attractive, innovative and functional site designs and layouts within budget and time constraints. Capable of quickly absorbing and translating local, state, federal and ADA codes and regulations into workable designs. Efficient and knowledgeable with currently available software; diligent at learning new software promptly.

Engineering Design Technician

Mike is a seasoned traffic control design engineer with over 10 years of experience drafting detailed and effective traffic control plans. His expertise in AutoCAD complements his extensive background in telecommunications, providing a robust foundation for creating precise and efficient traffic solutions. Over the years, Mike has successfully drafted TCPs for a wide range of states and municipalities, showcasing his adaptability and thorough understanding of diverse regulatory environments. His blend of technical skill and practical experience makes him a valuable asset in managing complex traffic control projects.

Senior Project Engineer

Taylor Brown is a licensed professional engineer with nearly 10 years of experience in civil design and engineering in both the private and public sectors. Her experience includes stormwater design, utility infrastructure planning, roadway and sidewalk improvements, project management, and development review. She has extensive experience using the Department of Ecology Stormwater Management Manual for Western Washington to ensure projects are compliant with the National Pollutant Discharge Elimination System (NPDES) permits. Her drive to inspire and empower others has resulted in teams that are not only technical experts but enthusiastic engineers who want to make a difference.

Associate Engineer

Jeren graduated from Montana State University in 2025 with a bachelor’s degree in civil engineering and joined the team in May of the same year. His formal education and prior experience with WSDOT standards and AutoCAD design provide a strong foundation for his work. Driven to learn and continuously improve, Jeren brings adaptability and a proactive approach to complex transportation projects.

Project Engineer

Kylyn has brought her experience utilizing federal guidelines and specifications with the U.S. Army Corps of Engineers to design and manage construction projects for various agencies. During design, Kylyn utilizes her field experience and applies lessons learned to write technical specifications, develop accurate cost estimates, and help create constructable plans on roadway, curb ramp design, and utility improvement projects.

Senior Project Engineer

Kai is highly organized, has a keen eye for detail, and excels in keeping an open channel of communication between contractors and clients. Kai draws on his construction experience to not only review contract documents prior to construction so that the team can prepare for pinch points and develop a plan for potential issues, but he is also able to quickly evaluate and propose solutions to issues that arise in the field.

Our team is supplemented with the immense talents of Rose, Sheri, and Heather. These three work flexible schedules to accommodate their personal needs and styles while supporting our PH design teams as needed with accounting, marketing, human resources, and general office needs on a daily basis.
